The official deadline for the FA to submit its squad is 31 May.
Danny Welbeck is expected to be ruled out with a knee injury picked up in Sunday's 2-2 draw against Man City, while Alex Oxlade-Chamberlain has already been ruled out, also with knee poroblems.
Jordan Henderson suffered knee ligament damage last month but is back in training and Jurgen Klopp said the 25-year-old will be available for the tournament.
