Burley's position is said to be on the line following Saturday's 3-0 friendly loss to Wales, with Graeme Souness first to rule himself out of the not-yet-available position.
"If it was up for grabs next week, next month or a year from now I wouldn't be applying for it," the former Liverpool and Newcastle boss told Sky Sports News.
"You could have Arsene Wenger or Sir Alex Ferguson managing that group of players, but the outcome wouldn't be much different. It's a difficult job in the current climate simply because they don't have the quality."
